Group of social movements, associations or mere citizens, independent from the State and the market, acting in the City (at a local, national or international level), whose goal is to meet a need or express a collective will, or else to transform through common efforts, the politics, norms or social structures, in the hope of making them more in compliance with their interests or values. For example, at the international level, the civil society mobilized to protest the unilateral decision of the USA to invade Irak in 2003 [1].
